    Introduces wording changes into paragraph 1 (Objective of Act); sub-paragraphs (1), (2), (2.1) of paragraph 5 (Applicable working conditions); supplements the law with new paragraphs 5.1 (Provision of data and documents), 5.2 (Liability of person who ordered service from employer of posted employee). Changes the wording of paragraphs 6 (Implementing authority and cooperation), 7 (Dispute Resolution), 7.1 (Cross-border notification of financial administrative measure and submission for enforcement), 7.2 (Proceedings concerning cross-border notification of financial administrative measure and request for submission for enforcement thereof to Republic of Estonia), 7.3 (Cross-border notification of penalty payment imposed in Estonia and submission for enforcement thereof in foreign state), 8 (Exercise of state and administrative supervision). Repeals paragraph 9 (Procedure for challenging precept). Adds new paragraphs 9.1 (Failure to apply working conditions), 9.2 (Proceedings), which makes amendments in paragraph 2 (Object of tax) of the Law on Social Tax; paragraph 13 (Income from employment) of the Law on Income Tax. Also amends the Law on Employment Contracts, namely rephrases the title of Chapter 6, which now reads: "Dispute settlement and national, administrative supervision", paragraph 115 (National and administrative supervision). Also makes wording changes into paragraph 37 (Payment of transport and accommodation benefits, and rate of benefits) of the Law on Labour Market Services and Benefits.

Repeals paras 6.1 (Representation of applicant for and beneficiary of international protection who is unaccompanied minor and adult with restricted active legal capacity), 6.2 (Services offered to applicant for and beneficiary of international protection who is unaccompanied minor). Adds sub-para 4) to para 7 (Family member), also sub-para 5) to para 8 (Country of origin, safe third country and safe country of origin), also sub-paras (1.1), (3.1) and (4.1) to para 14 (Submission of application for international protection).     Reregulates the granting of international protection to an alien, the legal status of an alien who is applying for international protection and of an alien who has been granted international protection and the legal bases for his or her temporary stay, residence and employment in Estonia on the basis of treaties and the legislation of the European Union. Article 10 and 45 of the Law deal specifically with employment of Asylum seekers.

    The aim of the Act is to ensure the protection of the rights of workers from a foreign country who have been posted in Estonia in the framework of the provision of services, and fair competition between employers involved in the provision of services. It applies to workers posted in Estonia by their employer for a temporary period. The Private International Law Act is to be the applicable law in deciding what law to apply to the employment contract. The more favourable law (Estonian or law of the other country) is to be applied with respect to employment conditions. The Act also sets out the working conditions to be adhered to, provides for dispute resolution, State supervision of working conditions. It implements the European Parliament and EU Council directive 96/71/EC concerning the posting of workers in the framework of the provision of services.

    Regulations of 14 May 1996 on procedure of granting and extension of residence permits for foreigners serving as military officers in the armed forces of a foreign State, and members of their families.

    Provides for general conditions of permits delivery and, inter alia, cases of refusal (lists the reasons to be considered, as when the security of the State is threatened). A military officer can be granted a permit if his wife or minor child is a citizen of Estonia. A retired military officer can obtain a permit if his wife or minor child is a citizen of Estonia, if he was born before 1 January 1940 and if he is recognized as an invalid needing help. Promulgated by Decree No. 130 of 14 May 1996.

    Decree No. 11 of 27 March 1996 on medical service to non-working military pensioners of the Russian Federation.

    Provides for delivery of member cards for Health Insurance to pensioners through the Russian Federation Consulate and for organization procedure (inter alia medical care and payment).

    Provides for conditions for the granting of residence permits and persons concerned. Establishes conditions for the granting of work permits (to be obtained on demand by the employer or, inter alia, if the person already has a residence permit) and of extension. Follows a list of countries the citizens of which can apply for a permit in Estonia.

    Sets up the procedure to grant, renew and cancel residence and work permits (documents required, etc.). Establishes a quota of residence permits. Makes particular provisions for foreigners who were living in Estonia before July 1, 1990.
