    Amends, inter alia, the Social Welfare Act: namely, changes the wording of para 7(1) of section 7 (Duties of county governor in administration of social welfare); adds para 11 to section 152 (Persons entitled to substitute home service); introduces new section 1511 (Provision of substitute home service to unaccompanied minor aliens, minor victims of human trafficking and sexually abused minors); adds sub-paragraphs 6), 7), 8) and para (11) to section 251(Child subject to foster care and his/her rights); also makes minor wording changes into sections 252, 253, 292.

    Also, amends Act on Granting International Protection to Aliens: namely, rephrases section 6 (Unaccompanied minor alien), introduces new sections 61(Representation of applicant for and person enjoying international protection who is unaccompanied minor and adult with restricted active legal capacity), 62(Services offered for the applicant for and person enjoying international protection who is unaccompanied minor); rephrases the title of section 17 (Specifications of asylum application proceedings involving unaccompanied minor applicant and adult applicant with restricted active legal capacity) also repealing paras (1), (4) thereof and adding new paras (10), (11); repeals sections 35, 63, 74, paras 6, 7 of section 54 (Application for residence permit on basis of temporary protection).

    Also, amends, The Aliens Act: namely, changes the wording of sections 203 (Cases of temporary residence permits issued for participation in criminal proceedings), 204 (Notification of alien), 205 (Cooling-off period), 226 (Place of stay of alien and services provided to alien), 227 (Representation of unaccompanied minor and adult alien with a restricted legal capacity).

    Aims at protecting the fundamental rights and freedoms of natural persons upon processing of personal data, above all the right to inviolability of private life. Sets up the conditions and procedure for processing of personal data and defines the procedure for the exercise of state supervision upon processing of personal data.

    Defines the legal basis and scope of State assistance to victims of violence and cruel treatment. Article 11 regulates the cases related to loss of working ability.

    Repeals the previous Law on State Compensation of Victims of Criminal Acts (PAE, 1999, 7, 51; 2001, 17, 50; 2002, 3, 648; 17, 375; 18, 350; RT I, 2002, 110, 660).

    Provides for conditions of, procedure for and methods of access to public information. Also regulates access to restricted public information to the extent this is not regulated by other Acts, as well as exercise of state supervision over the organisation of access to information. Does not apply to information that is classified as a state secret, as well as to some other type of information. Public information is information which is recorded and documented in any manner and on any medium and which is obtained or created upon performance of public duties provided by law.

    Provides for procedure for broadcasting information and the principles of broadcasting activities; conditions for possession and ownership of technical means (transmitters, transmitter networks) intended for broadcasting information; bases for foundation and operation; procedure for terminating activities of legal persons under public law engaged in broadcasting; and procedure for broadcasting activities of legal persons under private law on the basis of broadcasting licences.

    Act on cultural autonomy of minorities of 26 October 1993.

    Defines the notion of "national minorities" and provides for the right to preserve ethnic identity, cultural traditions, mother tongue and religious beliefs. Establishes a national register of national minorities containing information such as, inter alia, name, place of residence and religion. Provides that a person can have his/her record deleted upon resquest. Sets out details of the procedure for establishing the main organizations for cultural autonomy and provides for the financing of activities of related educational, cultural and social care institutions. Repeals Law on the Ethnic Rights of Citizens of the Estonian SSR of 15 December 1989. Available in English.
