    Inserts a new section after section 7 of the Regulations. Section 7A provides that contracts of service of recruited workers are subject to a probationary period of six months and that the worker shall not engage in any work other than work for which he is recruited. It also amends sections 11, 15 and 16 of the Regulations. Section 11 provides that when determining whether the terms of the contract provide adequate protection for the welfare of the worker, the magistrate is to take into consideration whether the terms of the contract take into account decent accommodation.

Establishes the right of an employer to terminate an employee's employment under certain regulations. Allows for termination without notice during probationary periods. Allows for termination in cases of employee misconduct or failure to perform duties only after making a written warning to the employee. Specifies the content of such notices. Governs the justification for and process for making redundancy dismissals. Specifies that the reason for the termination must be given to the worker. Obliges employers to give preference to former employees when hiring. Allows for immediate termination of employment in cases of serious misconduct by the employee. Part Two provides for a redundancy benefits plan. Obliges employers to pay redudancy benefits and determines the amount of benefits. Establishes when an employee may claim benefits. Part Three establishes a redundancy benefits fund. Creates a redundancy benefits fund committee to govern the fund. Establishes the functions and duties of the committee. Governs applications to the committee for benefits or refunds. Establishes that the minister is ultimately responsible for the fund. Regulates audits and reports of the fund. Part Four governs enforcement. Regulates complaints to an industrial relations tribunal. Establishes the powers of the tribunal with respect to proceedings. Sets penalties for offences.

    Regulates the recruiting of workers. Provides that the welfare of the population of Dominica is to be considered before granting anyone the permission to recruit labour. Prohibits the employment of juveniles (those aged between sixteen and eighteen) from being recruited without parental consent. Legislates that information is to be provided to workers concerning the conditions of theiir employment. Sets the maximum period of employment at two years. Establishes that recruiters or employers are to pay for transport to the place of employment. Provides for the care and repatriation of a worker's family and for the medical examination of workers. Governs the granting of permits and license fees.

    Regulates recruitment of workers. Individual sections deal with recruitment of persons under the age of 18, examination of workers, expenses of workers, return of workers to their homes, worker-recruiters, and issue of work permit. Also provides for power of police to search ships, duty of shipping agents, and duty of master of ship.
