    Authorises the competent authority to issue certificates and endorsements for masters, officers and radio operators and to allow seafarers holding certificates issued by third countries to work on board Cyprus flag vessels on condition that a decision has been made to recognise the said certificates in accordance with the procedure laid down in Article 18(3) of Directive 2001/25/EC.

    Amends and supplements earlier legislation by redifing the term "certificate of competence" and by introducing provisions as regards the common language or working language on board ship, port State control procedures and the competence certification of those responsible for the safety on board ship and the prevention of pollution.

    Supplements Law No. 106(I) of 2000 by extending co-operation between the competent authority and any EU member State or other Party to the STCW Convention, which is advised of the Cyprus Government's intention to initiate judicial proceedings under the jurisdiction of the former for cases of non-compliance with sections 21 and 22 of the Law.

    Makes provisions regarding the certification of seafarers, including the format of endorsement, the recognition and revalidation of certificates and the responsibility of Member States as regards training and assessment of seafarers. Stipulates the obligation of Member States to submit to the European Commission reports concerning the evaluation of quality standards applicable to the administration of the certification system and to share information concerning certificates, endorsements and dispensations with other Member States or Parties to the STCW Convention and companies requesting verification of the authenticity and validity of certificates.

    Act No 109(I) of 2000 to regulate matters concerning certificates of professional competency, including, inter alia, the conditions, procedures and minimum prerequisites for its issue and recognition. Also provides criteria for minimum levels of training.

    Makes provisions for different sorts of maritime certificates of professional competency and defines minimum prerequisites for their possession. Determines prerequisites for the issue of any kind of certificate or document in the maritime field, the form and the force of these documents and the registration record of these certificates and justifying documents. Makes provisions for those employed in ships sailing in the territorial waters under the force of the port regulations. Provides for the recognition of foreign states' certificates, which are part of the STCW Convention, defines minimum levels of professional training and provides for the recognition of professional schools.

    Act No. 103(I) of 1997 to amend all Merchant Marine Acts (Ships Officers and Seafarers).

    Amends provisions (sec. 3 and 4 of the basic Act) concerning the professional qualifications of the ships officers and the seafarers in the merchant marine. Prescribes that all ships officers or seafarers must be holders of the "certificate of specialised training" corresponding to their grade.
