    In view of:
    - Harmonizing Cypriot legislation with the Directive 2013/33/EU of the European Parliament and of the Council of 26 June 2013 laying down standards for the reception of applicants for international protection, as amended, with the exception of articles 9(6)-(10) and 26 thereof;
    - Harmonizing Cypriot legislation with the articles 2(d), (e), (n), (q), 9(1), 12(2), 13(2)c, 24(1) and (2), 29(1), 33(1) and (2), 38(2), 45(3) and 52 of the Directive 2013/32/EU of the European Parliament and of the Council of 26 June 2013 on common procedures for granting and withdrawing international protection, as amended;
    - Better harmonizing Cypriot legislation with he articles 14(1) and (4), 17(1) and 19(1) of the Directive 2011/95/EU of the European Parliament and of the Council of 13 December 2011 on standards for the qualification of third-country nationals or stateless persons as beneficiaries of international protection, for a uniform status for refugees or for persons eligible for subsidiary protection, and for the content of the protection granted;
    - Re-harmonizing Cypriot legislation with the articles 4(1), 10(1), 7(3) and 22 of the aforementioned Directive 2011/95/EU;
    - Re-harmonising Cypriot legislation with the article 18 of the Council Directive 2001/55/EC of 20 July 2001 on minimum standards for giving temporary protection in the event of a mass influx of displaced persons and on measures promoting a balance of efforts between Member States in receiving such persons and bearing the consequences thereof;
    - Re-harmonizing Cypriot legislation with the article 11 of the Council Directive 2003/86/EC of 22 September 2003 on the right to family reunification;
    - Effectively implementing the article 27, para 3, element (a) of the Regulation (EU) N 604/2013 of the European Parliament and of the Council of 26 June 2013 establishing the criteria and mechanisms for determining the Member State responsible for examining an application for international protection lodged in one of the Member States by a third-country national or a stateless person;
    - Better implementing the basic Law on Refugees,
    the present Law introduces a considerable number of amendments to the Law on Refugees (Laws of 2000 to 2014-Amendment 2). Among the amendments, article 12 of the present Law supplements the basic Law by adding, after article 9 thereof, the following new articles, amongst other: 9A on the information; 9B on the issuance of travel documents; 9D on the residence and the freedom of movement; 9E on restriction to the free residence and movement; 9H on the access of minors to training and education; 9I on the access of applicants to the labour market; 9J on the vocational training.

    For the purpose of harmonizing Cypriot legislation with the Directive 2013/32/EU of the European Parliament and of the Council of 26 June 2013 on common procedures for granting and withdrawing international protection, as amended and of better implementing the basic Law, the present Law (Amendment 2) introduces a number of amendments to the Law on Refugees (Laws of 2000 to 2016) with regard to the procedure of asylum application, to the procedure of the examination thereof and to the principles governing the above mentioned procedures before the Asylum Service and the Administrative Court.

    Amends the Aliens and Immigration Law in view of harmonizing the national legislation with Council Directive 2003/109/EU of 25 November 2003 concerning the status of third-country nationals who are long-term residents, as amended by European Parliament and Council Directive 2011/51/EU of 11 May 2011. It specifically amends the phrasing of articles 18J, 18JB, 18JC, 18K and it abolishes Annex II and the Index of Annex II of the Law.

    For the purposes of better harmonizing national legislation with article 31 paragraph 3 of the European Parliament and Council Directive 2004/38/EC of 29 April 2004 on the right of citizens of the Union and their family members to move and reside freely within the territory of the Member States amending Regulation (EEC) N 1612/68 and repealing Directives 64/221/EEC, 68/360/EEC, 72/194/EEC, 73/148/EEC, 75/34/EEC, 75/35/EEC, 90/364/EEC, 90/365/EEC and 93/69/EEC, as recently amended by European Parliament and Council Regulation (EU) N 492/2011 of 5 April 2011 on freedom of movement for workers within the Union, the present Law amends the Laws N 7(I) of 2007, 181(I) of 2011, 8(I) and 67(I) of 2013 on the right of European Union citizens and their family members to move and reside freely within the territory of the Republic of Cyprus (Amendment).

    Article 2 of the present Law amends article 2 by replacing the definition of the term "competent authority".
    Article 3 supplements the Law by adding new article 3A entitled "Exercise of power and execution of duties of public officials".
    Article 4 amends the wording of the 3rd phrase of article 32, regarding the type of appeal to be lodged before a set deadline.
    Article 5 supplements the Law by adding new article 32A on the administrative remedy before the hierarchical superior authority.
    Article 6 amends article 33 by replacing its 1st phrase with new one regarding the right to lodge an appeal before the Supreme Court.

    Amends the Aliens and Immigration Law in view of harmonizing the national legislation with case a', paragraph 1 of article 5 and paragraph 1 of article 7 of the Council Directive 2003/109/EU of 25 November 2003 concerning the status of third-country nationals who are long-term residents, as amended by European Parliament and Council Directive 2011/51/EU of 11 May 2011. It specifically amends paragraph c of 2nd phrase of article 18I by deleting the phrase "duration of effect of at least 18 months or open duration".

    Amends the Aliens and Immigration Law in view of harmonizing the national legislation with European Parliament and Council Directive 2011/98/EU of 13 December 2011, on a single application procedure for a single permit for third-country nationals to reside and work in the territory of a Member State and on a common set of rights for third-country workers legally residing in a Member State, as well as of effectively implementing the following EU instruments:
    - Council Regulation (EC) N 1030/2002 of 13 June 2002, laying down a uniform format for residence permits for third-country nationals, as recently amended by Council Regulation (EC) N 380/2008 of 18 April 2008;
    - Commission Decision C (2002) 3069 of 14 August 2002 establishing technical specifications for the implementation of the uniform format for residence permits, as recently amended by Commission Implementing Decision C (2013) 6178 of 30 September 2013.

    It adds the following new articles:
    - 18YC, concerning the scope of application of articles 18YD-18FST;
    - 18YD, on the construction of notions for the purview of articles 18YC-18FST;
    - 18YE, regarding a single application procedure;
    - 18YST, on the requirements for issuance, amendment or renewal of a single permit;
    - 18YZ, related to the adoption of the decision;
    - 18YH, on the single permit;
    - 18Y-9, concerning the residence permits issued for purposes other than work;
    - 18F, on the procedural guarantees;
    - 18FA, on the access to information;
    - 18FB, regarding the rights on the basis of the single permit;
    - 18FC, on the right to equal treatment;
    - 18FD, related to more favorable provisions;
    - 18FE, regarding the information to the general public;
    - 18FST, on the obligations of the Director before the Commission;
    - 18FZ, on the residence permits.

    It also adds new Appendix XIII based upon article 18YE(1), and introduces transitional provisions.

    Amends the Aliens and Immigration Laws N 2 of 1972, 54 of 1976, 50 of 1988, 197 of 1989, 100(I) of 1996, 43(I) of 1997, 14(I) of 1998, 22(I) and 164(I) of 2001, 88(I) and 220(I) of 2002, 66(I) of 2003, 178(I) of 2004, 8(I) and 184(I) of 2007, 29(I) and 143(I) of 2009, 153(I) of 2011, 41(I), 100(I) and 117(I) of 2012 and 32(I) and 49(I) of 2013, in view of exercising the discretionary power granted by article 11.4 of the Council Directive 2003/109/EC of 25 November 2003, concerning the status of third-country nationals who are long-term residents, as recently amended by European Parliament and Council Directive 2011/51/EU of 11 May 2011, and for the purposes of harmonizing national legislation with the article 11.4a of the aforementioned Directive 2003/109/EC.
    It specifically amends article 18IZ, by replacing paragraph (d) of 1st phrase concerning the right to benefits, as well as 3rd phrase to include in the applicable statutory system the amendments incurred to the Law on Refugees by new Laws N 58(I) and 59(I) of 2014.

    Amends the Law on Refugees for the purposes of optimal implementation and harmonization of the national legislation with the following provisions: Articles 2.a), i), and ib), 12, 14(3)(a), 15, 17, 19(3)(a) and (4), 21(2), 23, 29(1), 30(1), 32(1) and 33 of the Directive 2011/95/EU of 13 December 2011, on standards for the qualification of third-country nationals or stateless persons as beneficiaries of international protection, for a uniform status for refugees or for persons eligible for subsidiary protection, and for the content of the protection granted; Articles 3(3), 17(1)(b), 21 and 38(1), (2) and (3) of the Directive 2005/85/EC of 1 December 2005, on minimum standards on procedures in Member States for granting and withdrawing refugee status; Articles 2.d), e) and st), 3(3) and (4), 6, 7(2), 9, 10(1) and (3)(a), 11, 12, 13, 14(1) and (2), 15(1), (3) and (4), 16 and 17 of the Directive 2003/86/EC of 22 September 2003, on the right to family reunification; and Article 13(1), (2) and (3) of the Directive 2001/55/EC of 20 July 2001, on minimum standards for giving temporary protection in the event of a mass influx of displaced persons and on measures promoting a balance of efforts between Member States in receiving such persons and bearing the consequences thereof.

    Amends the Law on Refugees for the purposes of harmonizing the national legislation with the European Parliament and Council Directive 2011/95/EU of 13 December 2011, on standards for the qualification of third-country nationals or stateless persons as beneficiaries of international protection, for a uniform status for refugees or for persons eligible for subsidiary protection, and for the content of the protection granted; as well as with the Articles 39(1) and (5) of the Council Directive 2005/85/EC of 1 December 2005, on minimum standards on procedures in Member States for granting and withdrawing refugee status.

    It specifically repeals 2nd and 4th phrase of article 12C, 5th and 8th phrase of article 19, subparas (iA) and (v) of para (b) of 1st phrase of article 21 and article 21D. It also repeals the Decree issued by force of para (c) of 5th phrase of article 19 and adds new article 21A concerning the access to employment.     Amends Laws N 7(I) of 2007, 181(I) of 2011 and 8(I) of 2013 on the Right of European Union Citizens and their Family Members to Move and Reside Freely within the Territory of the Republic of Cyprus, for the purposes of better harmonising national legislation with articles 5 para 5 and 25 para 2 of the European Parliament and Council Directive 2004/38/EC of 29 April 2004 on the right of citizens of the Union and their family members to move and reside freely within the territory of the Member States amending Regulation (EEC) No 1612/68 and repealing Directives 64/221/EEC, 68/360/EEC, 72/194/EEC, 73/148/EEC, 75/34/EEC, 75/35/EEC, 90/364/EEC, 90/365/EEC and 93/96/EEC.     In view of better harmonising national legislation with articles 5 para 5 and 25 para 2 of the European Parliament and Council Directive 2004/38/EC of 29 April 2004 on the right of citizens of the Union and their family members to move and reside freely within the territory of the Member States, amending Regulation (EEC) N 1612/68 and repealing Directives 64/221/EEC, 68/360/EEC, 72/194/EEC, 73/148/EEC, 75/34/EEC, 75/35/EEC, 90/364/EEC, 90/365/EEC and 93/96/EEC, the present Law amends Laws N 7(I) of 2007 and 181(I) of 2011 on the Right of European Union Citizens and their Family Members to Move and Reside Freely within the Territory of the Republic of Cyprus. Amendments concern the figures to be converted from Cypriot pounds to Euros as they appear in articles: 5 phrase 6 para (c), 10 phrases 4 and 6, 11 phrase 2 para (a), 17 phrase 1, and 18 phrase 1, as well as in Indexes II, III, IV, V and VI.

    - articles: 14.6, 23.2, 24 and 32 of the Council Directive 2004/83/EC of 29 April 2004 on minimum standards for the qualification and status of third-country nationals or stateless persons as refugees or as persons who otherwise need international protection and the content of the protection granted, the present Law amends Laws on Refugees N 6(I) of 2000, 6(I) of 2002, 53(I) and 67(I) of 2003, 9(I) and 241(I) of 2004, 154(I) of 2005, 112(I) of 2007 and 122(I) of 2009.     Amends and consolidates the laws relating to foreigners and immigration. This law repeals: 1949 Cap.40, 19 of 150 and 11 of 1951. The Act was introduced during the British Colonial era by Law 13 of 1952. Upon Independence in 1960, the Act was given the Chapter Number (Cap.) 105. It regulates the entry, stay and departure of foreigners.
