Grants citizens all of the rights and freedoms set forth in the European Convention for the Protection of Human Rights and Fundamental Freedoms and its Protocols, giving them priority over all other law.

    Consists of IX Parts and an Annex. Part I provides for the establishment of the Federation. Part II deals with human rights and fundamental freedoms which include, inter alia, the right to life; the right to equality before the law; and the right to freedom from discrimination based on race, colour, sex, language, religion or creed, political or other opinions, and national or social origin. Guarantees the right to freedom of association, privacy, asylum, social protection and health. Provides for the appointment of three ombudsmen: one Bosniac, one Croat and one other. The ombudsmen shall protect human dignity, rights and liberties as provided in the Constitution, and in particular shall act to reverse the consequences of violations of these rights and liberties and especially of ethnic cleansing. Part III regulates the division of responsibilities between the Federation Government and the Cantons. Parts IV, V and VI provide for the structure of the Federation Government, Cantonal Governments and Municipal Governments. Part VII regulates international relations. The Annex contains human rights instruments to be incorporated into the Federation Constitution.

    Divided into 12 parts. Part I contains basic provisions. Part II provides for human rights and freedoms. Establishes that citizens of Republic shall be equal in their freedoms, rights and duties; that they shall be equal before the law and that they shall enjoy equal legal protection irrespective of their race, sex, language, national origin, religion, social origin, birth, education, property status, political and other beliefs, social status and other personal attributes. Part III provides for economic and social order, Part IV for rights and duties of Republic, Part V for organization of Republic, Part VI for territorial organization, Part VII for defence, Part VIII for constitutionality and legality, Part IX for constitutional court, and Part X for court's and public prosecutor's offices. Part XI regulates amending of Constitution, and Part XII contains final provisions.
