Provides that education is a right guaranteed to all citizens. The philosophy stems from the established principles and the Islamic religion, human and cultural interaction, Arab affiliation and cultural and social framework of Bahrain (art. 1). The Law also sets out the responsible Ministry, its functions and responsibilities (art. 4-5). Basic education is compulsory for children from six years old until aged 15 (or nine years of schooling) and is free of charge (arts. 6-7).

Order No. 20 of 1994 of the Ministry of Labour and Social Affairs to amend Order No. 13 of 1979 regulating vocational training for Bahrainee workers in private sector entreprises.

The Ministry undertakes to provide training to the workers of enterprises that are unable to do so themselves. In consideration of such training, the enterprise concerned must pay the Ministry the equivalent of 1 per cent of their annual wage bill for Bahraini workers and 3 per cent of their annual wage bill for foreign workers. The application of the "second stage" of the 1979 Order is extended to enterprises employing 100 or more workers.
