Establishes, inter alia, the following provisions and definitions: general provisions on the migration legislation, main concepts, participants of the migration process, migration registration of foreigners and persons without citizenship, entry into the country and exit of citizens of Azerbaijan, foreign citizens and persons without citizenship, the required documents for their entry and for their temporary stay, procedure of permit for temporary stay and for permanent residence in the country; also regulates the labour migration of the citizens of Azerbaijan in abroad and the labour migration of foreigners in Azerbaijan, including state control and regulation, the procedure of granting permit for labour activity, of refusal, the legal state, the rights and duties of foreigners and persons without citizenship, deportation of illegal migrants.

Rephrases article 11 (Registration of foreigners and persons without citizenship in sojourn in the Republic of Azerbaijan); repeals para 2 of part 1 of article 3 (documents on definition of the place of residence), article 6, para 7 of part 1 of article 9 (Cancellation of the registration in the place of residence) and article 12; also defines that the identification card (given before 1 April 2013) of a foreigner who wants to reside in the Republic of Azerbaijan more than 30 days are recognized as valid document certifying the registration of foreigners and persons without citizenship in the place of sojourn on the territory of Azerbaijan Republic.

Law No. 377-IVQD of 22 June 2012 to Amend the law on Exit from the Country, Entry into the Country and Passports. -

Introduces amendments to the wording of article 3, 4, 5, 7, 8, 9 and 10.
Provides that passports issued before 1 June 2013 are valid until the expiration date or change of surname, first name, patronymic, loss or damage of the passport, or identification of inaccurate information in the passport.
Amendments to article 3, 5 and 7 enter into force from the date of publication. Other amendments enter into force in June 2013.

Establishes the State Migration Service of Azerbaijan Republic. Confirms the regulation on State Migration Service of Azerbaijan Republic. Charges Cabinet of Ministers during one month with: making proposals on structure of, cost estimation and numerical strength of
the staff and submit to the President of Azerbaijan Republic; settling the problems regarding providing an appropriate building, material and technical basis for the organization of activities of State Migration Service; formulating proposals on bringing legislative acts in force to conformity with the present Decree and submit them to the President of Azerbaijan Republic. Ensures the correspondence of normative legal acts of Cabinet of Ministers of Azerbaijan Republic and proper central administrative organs to this Decree and give information about this to the President of Azerbaijan Republic

Regulates public relations with respect to legal status of foreigners and stateless persons. Divided into 4 parts. Part 1 contains general provisions, including provisions regarding legal status of foreigners and stateless persons. Foreigners and stateless persons are entitled to the same rights and freedoms as citizens of Azerbaijan, unless different treatment is provided for by the Constitution, this act or other acts, or international treaties. Part 2 provides for rights, freedoms and duties of foreigners and statless persons. Contains provisions regarding: right to personal integrity, right to move freely and select residence, right to work, right to investment and entrepreneur activity, right to marriage, right to rest, right to health protection, right to social security, right to lodging, freedom of conscience, right to education, right to take part in public unions, participation in elections and referenda, military service, and tax and customs levy. Part 3 makes provision for responsibility of foreigners and stateless persons. Part 4 contains final provisions.
