Establishes the Rules of Applying for Addressed State Social Assistance, its Appointment, Granting and Refusal to Grant, with the following content:
1. General provisions;
2. Applying for social assistance;
3. Appointment and refusal to grant social assistance;
4. Granting and suspension of granting social assistance;
5. Calculation of average monthly income of a family;
6. Control over appointment, granting and payment of social assistance;
7. Transitional provision;

Repeals Decree of the Cabinet of Ministers No. 32 of 2 February 2006 "To Establish the Rules of Applying for Addressed State Social Assistance, its Appointment, Granting and Refusal to Grant, also the Procedure of Calculation of Average Monthly Income of a Family" (Sobranie Zakonodatelstva Azerbaijanskoi Respubliki, 2006, No. 2, Article 181).
