Supplements article 25 (Citizens' Right to Receive Information on State of Health) with para 6 and 7 on providing the patient and his/her family members with information about delivered psychiatric care.
Amends and completes article 32 (Primary Health Care) adding psychiatric care to the list of diseases to be treated in medical centres providing primary health care.

Amends the wording of article 8 (Funding of Treatment of Substance Abuse) which now reads as follows "Funding of substance abuse treatment shall be carried out at the expense of state budget, as well as physical and legal persons in compliance with the present law and the law on Budget System of the Azerbaijan Republic".
Further amends article 15.1 on the procedure of delivering substance abuse assistance and repeals articles 16.2 and 23.5.
