    In accordance with paras 15 and 16 of part 1 of article 94 of the Constitution, supplements article 29 (Liability for the violation of the law) of the law "On Employment" with new para 29.3, which establishes, that 25 % of the finances collected from the penalties applied by a relevant executive authority for the violation of the articles of this law, are to be transferred to the account of that authority with the aim of strengthening the social protection of its workers.

    Defines the concept of "invalid", provides for assessment of disability. Provides for disability prevention and medical rehabilitation, education and professional training of invalids, employment of invalids, creation of conditions for direct access of invalids to social infrastructure, material, social and medical assistance of invalids, and public organizations of invalids. Put into effect by Regulations No. 285 of 25 August 1992.

    Provides for the right to work, and in particular the right to choose a workplace. Establishes categories of persons that need special protection (young persons, women who have young children, etc) and specific training programmes. Contains provisions concerning employment promotion (objectives and means) and occupational training by bodies belonging to the National Employment Services, created by this Act, and by non-governmental bodies. Such training is to be primarily for the unemployed. Specifies the roles of trade unions and employers and sets out their respective rights and duties. Provides for the conditions for granting, suspending and cancelling unemployment benefit as well as social assistance given to the families of persons who do not receive such allowances.
