The body responsible for asylum affairs shall be the Federal Asylum Office (Bundesasylamt), and appeals regarding decisions of the Asylum Office shall be heard by an independent Federal Asylum Senate (Bundesasylsenat). Provides for consultation with the United Nations High Commissioner for Refugees and for social development measures for refugees, including vocational training (s. 41).

    Amends the Federal Subcontracting Act (BGBl. No. 462/1993) regarding the award of government construction contracts to private companies. In relation to this, also amends the Foreigner Employment Act (BGBl No. 218 of 1975) by stipulating that the Minister of Labour and Social Affairs notify government employers whether a prospective subcontractor has violated the Act. For this purpose, the Minister shall maintain an automated registry of firms convicted for violations of foreigner employment legislation.

    Provides access to the Austrian labour market for foreign workers. S. 2 defines foreign persons as all persons who are not Austrian citizens. However, this Act is not applicable to certain groups of foreign persons enumerated under s. 1 of this Act, e.g. refugees and guest professors. In principle, foreign persons who do not belong to the exceptions set out under s. 1 are only allowed to conclude an employment contract if they possess an employment permit granted by the labour market service. The labour market service is required to issue labour permits only in strict accordance with the situation of the labour market and forecasts for future development. Consolidated text.
