Lorsque les gens de mer autres que marins sont blessés ou malades pendant le cours de l'embarquement ou après que le navire a quitté le port où ils ont été embarqués, l'armateur doit s'assurer qu'ils ont accès à des soins médicaux rapides et adéquats. L'employeur prend en charge les dépenses liées à ces soins, de telle sorte qu'ils soient intégralement assurés pour l'intéressé jusqu'à son hospitalisation ou son retour à domicile ou, si le navire est à l'étranger, son rapatriement, sans qu'il ait à en avancer les frais. L'intéressé doit rembourser à son employeur les sommes dont il a fait l'avance, dans des conditions et limites que vient préciser ce décret. Il lui appartient de reverser l'intégralité des prestations remboursées par sa caisse de sécurité sociale et, le cas échéant, son organisme complémentaire. L'employeur ne peut exiger un reversement d'un montant supérieur, même si les dépenses réelles qu'il a engagées sont plus importantes.

Créer le conseil de santé du régime de sécurité sociale des marins et des gens de mer placé auprès du service du contrôle médical de l'Etablissement national des invalides de la marine (ENIM) et en précise ses modalités de fonctionnement. Précise également les missions du service du contrôle médical de l'ENIM, en charge du régime spécial de sécurité sociale des marins.
