    This Order extends to Tuvalu the provisions of the Merchant Shipping (Oil Pollution) Act 1971, with the necessary adaptations, enabling effect to be given to the International Convention on Civil Liability for Oil Pollution Damage opened for signature in Brussels on 29th November 1969 (Cmnd. 4403). The Order also extends the provisions of Parts I and V of, and of Schedule 1 to the Merchant Shipping Act 1974, with the necessary adaptations, enabling effect to be given to the International Convention on the Establishment of an International Fund for Compensation for Oil Pollution Damage opened for signature in Brussels on 18th December 1971 (Cmnd. 5061). The 1969 Convention provides uniform rules and procedures for determining questions of liability and for awarding compensation when damage is caused by pollution resulting from the escape or discharge of oil from ships. The 1971 Convention sets up an international fund to provide a supplementary system for compensation and indemnification for such damage.

    An Act to repeal, replace and reform the law relating to environmental management in Uganda; to provide for the management of the environment for sustainable development; to continue the National Environment Management Authority as a coordinating, monitoring, regulatory and supervisory body for all activities relating to environment; to provide for emerging environmental issues including climate change, the management of hazardous chemicals and biodiversity offsets; to provide for strategic environmental assessment; to address environmental concerns arising out of petroleum activities and midstream operations, to provide for the management of plastics and plastic products; to establish the Environmental Protection Force; to provide for enhanced penalties for offences under the Act; to provide for procedural and administrative matters; and for related matters.

    Any statutory instrument made under the National Environment Act, Cap.153 repealed under subsection (1) and which is in force immediately before the commencement of this Act, shall remain in force, so far as it is not inconsistent with this Act, until it is revoked by a statutory instrument made under this Act and until that revocation, shall be deemed to have been made under this Act.

    The 21 regulations are divided into 5 Parts: Preliminary (I); Permissible noise Levels (II); Control and Mitigation of Noise (III); Licence for Noise in Excess of Permission Noise Levels (IV); Enforcement (V).
    The object of these Regulations is to: prescribe the maximum permissible noise levels (Schedule 1) from a facility or activity to which a person may be exposed; (b) provide for the control of noise and for mitigating measures for the reduction of noise; and (c) generally to give effect for the provisions of section 29 of the National Environment Statute. A local council may, in accordance with the Local Governments Act, 1997, make laws regulating noise and vibration pollution consistent with the National Environment Statute. Functions of the District Environment Committees are defined in regulation 5.

    The object of these Regulations is to: (a) regulate production, trade and use of controlled substances and products; (b) provide a system of data collection that will facilitate compliance with relevant reporting requirements under the Protocol; (c) promote the use of ozone friendly substances, products, equipment and technology, and (d) ensure the elimination of substances and products that deplete the ozone layer. Importation of exportation of controlled products (First Schedule) or controlled substances (Second Schedule) requires a license granted by the issue of the Executive Director. The Executive Director shall issue licenses only to applicants that have adequate and appropriate facilities and equipment to handle a controlled substance or product without causing damage to the environment. A register shall be kept of all licenses. A person who buys or receives a controlled substance or product shall sign the end-user declaration Form set out in the Fifth Schedule.

    All importers, exporter and re-exporters of any materials, equipments and products containing ozone depleting substances must register duly with the authorized authorities and obtain prior permission to import, export or re-export any of the materials prescribed by the law.

    The Resolution encloses an appendix prescribing the materials, equipments and products subject to control pursuant to the resolution. Additionally, the second appendix constitutes a table for substances subject to proper disposal which includes 11 Hydro, Chloral, Flora, Carbonate substances. The products prescribed by the resolution include vehicles air-conditioning, refrigerators, air conditioners, freezers, dehumidifier, water coolers, ice makers and aerosol products.

    The Cabinet Resolution also prescribed the authorities and powers delegated to the Ministry of Environment and Water to enforce any procedures or actions to protect the ozone layer.

    (e) ensure that the government and the public are informed of matters related to weather, climate and geological hazards, and are able to make effective use of such information and data, and to respond to warnings and alerts about such events, in order to protect the environment and the safety and welfare of the community.

    I - Objectives
    General Objective:
    Sustainable poverty reduction is a central issue of the 2011-2020 socio-economic development strategy aimed at improving and incrementally raising the living conditions for the poor, first of all those in mountainous and ethnic minority areas; to make strong and comprehensive improvements in poor areas; and to narrow the gap between urban and rural areas, among regions, ethnic minorities and population groups.
    Specific Objectives:
    a. The average income per capita of poor households will increase 3.5 times; the rate of poor households will drop 2% per year, particularly 4% in poor districts and communes by poverty standards set for each period;
    b. The poor's living conditions will be markedly improved, first of all in health, education, culture, daily-life water and housing; the poor will have more and more convenient access to basic social services;
    c. Socio-economic infrastructure facilities in poor districts and communes and extremely disadvantaged villages and hamlets will receive concentrated and synchronous investment according to new countryside standards, first of all essential infrastructure such as transport, electricity and daily-life water supply.

    This Law is composed of 5 Sections divided into 95 articles. Section I deals with terms and definitions and defines objectives of this Law which are: protection of environment; pollution control; protection, preservation and development of natural resources; protection of the society, public health, and all being livings from all dangerous and hazardous activities; protection of the national environment from external hazards activities; accomplishment of all international obligations relating to the environment protection and pollution control; and the contribution in the protection of ozone layer and climate. Section II provides for the following matters: water and soil protection; creation of protected areas; use, circulation, trade, registration, control, inspection of pesticides; and the issuance of licence for pesticides. Section III refers to the dangerous and hazardous activities to environment especially: control of activities that are dangerous and hazardous to the environment; laying down standards, criterion and technical requirements for the aforementioned activities; issuance of licences for and EIA for projects; trade and circulation of hazardous waste disposal; environment protection and economic development; and environment monitoring. Section IV pertains to marine pollution. Offences, penalties and compensations for environmental damages are given in Section V.
