La resolución citada aprueba la Normativa para la implementación de las modificaciones de la Regla 111/20 del Convenio SOLAS relativas a las "prescripciones sobre el mantenimiento, examen minucioso, prueba de funcionamiento, revisión y reparación de los botes salvavidas y los botes de rescate, dispositivos de puesta a flote y aparejos de suelta". Establece los procedimientos específicos de inspección, mantenimiento, examen minucioso, prueba de funcionamiento, revisión y reparación; los niveles de competencia y certificación; los informes y registros que deben presentarse y llevarse; las disposiciones para la autorización de los proveedores de servicios; las normas relativas a la expedición y mantenimiento de la autorización; y las prescripciones sobre la titulación del personal.

Incorpora al ordenamiento jurídico interno la Directiva núm. 2012/35/UE, del Parlamento Europeo y del Consejo, que modifica la Directiva núm. 2008/106/CE, del Parlamento Europeo y del Consejo, relativa al nivel de formación mínimo de la gente de mar, y regula la aplicación de las Enmiendas de Manila al anexo del Convenio internacional sobre normas de formación, titulación y guardia para la gente de mar, 1978.
