Su constitución es libre, no dependiendo de autorización alguna, pero no pueden tener carácter local o regional, fomentar el tribalismo, racismo, regionalismo u otras formas de discriminación, ni proponerse subvertir el régimen democrático y multipartidario, emplear la violencia para la prosecución de sus fines, ni subordinarse a la orientación de gobiernos, entidades o partidos extranjeros.

    Se garantiza a todos los ciudadanos los derechos de reunión y de manifestación pacíficas, en lugares públicos, abiertos al público o particulares, para fines que no sean contrarios a la ley, a la moral y al orden públicos o a los derechos de las personas individuales o colectivas. Se establece la obligación de informar a las autoridades sobre la realización de manifestacions yreuniones con tres días de anticipación. Los promotores pueden recurrir a los tribunales contra la decisión de prohibir un acto.

    El Estado de Sitio y el Estado de Emergencia los declara el Presidente de la República con autorización de la Asamblea del Pueblo o de la Comisión Permanente. La declaración debe contener obligatoriamente la fundamentación, la duración y el ámbito territorial del estado de excepción, la especificación de los derechos, libertades y garantías cuyo ejercicio se suspende o limita, los delitos que quedan sujetos a la juridicción militar. En ningún caso la declaración del estado de excepción puede afectar los derechos a la vida, a la integridad e identidad personales, a la capacidad civil y ciudadana, a la irretroactividad de la ley penal, al derecho de defensa ni a la libertad de conciencia y de religión.

    En particular, reconoce le derecho de las personas con padecimiento mental a no ser sometidas a trabajos forzados y a recibir una justa compensación por su tarea en caso de participar de actividades encuadradas como laborterapia o trabajos comunitarios, que impliquen producción de objetos,
    obras o servicios que luego sean comercializados.

Paragraph 2's new wording states, that abortion, out of medical and social reasons developed and regulated by state authority, is prohibited. New paragraph 8 says that RA Government establishes the regulation and conditions of abortion including the medical contraindications and necessary lists of investigations, medical and social reasons, the application form for woman applying for abortion until 12 weeks of gestation, form of consent of parents of minors applying for abortion.
