    Met en oeuvre, pour les agents publics, la mesure de réduction de cotisations salariales d'assurance vieillesse et d'exonération d'impôt sur le revenu au titre des rémunérations afférentes aux heures supplémentaires et au temps de travail additionnel effectif. A ce titre, il recense les éléments de rémunération entrant dans le champ de cette mesure et précise les modalités de calcul de la réduction de cotisations sociales en fonction des diverses cotisations pour pension applicables aux différentes catégories d'agents publics ainsi que les modalités d'imputation de cette réduction sur les différents régimes de retraite de base dont relèvent ces agents publics. Prévoit également les obligations de traçabilité incombant aux employeurs en vue du suivi et du contrôle des heures supplémentaires et du temps de travail additionnel effectivement accomplis et des rémunérations afférentes dans le cadre de cette mesure.

Also makes changes in Article 11.11 (Determination of the income for the implementation and disposal of shares acquired by the employer or the person connected with the employer and information provision for determining this income). Supplements the law with new Article 11.13 (Specific rules for determining the income from investment account).
    Makes wording changes in Article 12 (The payer's annual non-taxable minimum), Article 15 (Tax rates and their application), Article 17 (Withholding and payment of salary and withholding tax from non-employment income), also supplementing it with new paragraph 3.
    Adds a new paragraphs to Article 13 (Benefits for the payer), Article 16.1 (Income-generating day), Transitional provisions.

    La ley en cuestión modifica el artículo 13 de la Ley núm. 54, de 27 de diciembre de 2000, estableciendo la obligatoriedad del Plan de Retiro Anticipado Autofinanciable para todos los educadores y educadoras del Ministerio de Educación y del Instituto Panameño de Habilitación Especial. Prohíbe que participen del Plan las educadoras y educadores que ingresen o hayan ingresado al sistema educativo después de haber cumplido los veintisiete y treinta y dos años de edad, respectivamente, así como quienes hayan recibido un beneficio del Fondo Complementario de Prestaciones Sociales para los servidores públicos. Otorga a los educadores y educadoras que participen en el Plan de Retiro Anticipado Autofinanciable, pero que no logren reunir los requisitos o las condiciones para acceder a los beneficios o prestaciones económicas establecidas en la ley, el derecho a la devolución de los aportes realizados al Plan.
