    The Act increases the public share of mining through a broad-based ownership system. Public share, which were previously set at 30 percent, have increased to 49 percent. This is in line with the ‘narrowing the gap’ policy, which aims to reduce the inequalities between citizens in Bhutan. Other changes include:

    - The Act establishes the Bhutan Mining Authority (BMA).

    - lessees are to ensure a preference in employment of the community in which they operate and be given priority to buy equity stake in the mining company. The affected community is to be compensated through benefit sharing scheme as
    prescribed by the Authority in the Community Development Agreement. The Authority is also to set up a Community Development Fund into which the lessee is to send money as required under the benefit sharing scheme.

    El decreto en cuestión establece un régimen transitorio en virtud del cual los educadores que desempeñen cargos docentes y de técnica educativa al servicio del Estado, que al momento de pasar a situación de retiro, se encuentren recibiendo tratamientos médicos y hospitalarios por padecer enfermedades terminales o incapacitantes, continúen recibiendo atención médica y hospitalaria. Asimismo, establece una cotización periódica mensual del 10.5 %, deducida de la pensión del docente.

    El decreto citado establece medidas para evitar contagio del COVID-19 en la Administración Pública. En tal sentido, faculta a los servidores públicos con sesenta años o más, al igual que aquellos que padezcan de enfermedades crónicas y mujeres embarazadas, a acogerse a vacaciones vencidas o adelantadas, por un mínimo de quince días calendario. Faculta a todas las instituciones a disponer que los servidores públicos presten sus funciones en la modalidad de trabajo a disponibilidad y a aplicar la movilidad laboral como medida de prevención del COVID-19, especialmente con los servidores públicos que atiendan a usuarios.
