The goals of this State program are principally increasing the competitiveness of accessible and high-quality education, taking into account the main trends in the development of the global educational space, meeting the national interests and needs of the innovative economy, the principles of sustainable development of the country; and strengthening the professional potential of young people and their involvement in socially useful activities, supporting children's creativity. Adopted by the Decision No. 57 of 29 January 2021. Applies to relations arising from 1st January 2021.

Les bourses de promotion sociale constituent une contribution de l'État aux frais engagés par les personnes désireuses de poursuivre une formation contribuant à la promotion sociale, c'est-à-dire la progression dans la hiérarchie de sa profession, la reprise d'études précédemment engagées ou la reconversion dans une branche professionnelle nouvelle.
