Second Region

Amends the Skills Development Act, 1998, so as to define certain expressions and broadens the purpose of the Act. Updates provisions concerning the functions of the National Skills Authority and its composition as well as the functions of the SETAs. Make further provision in respect of the implementation of employment services. Increases the quality and quantity of artisans and repeals the remaining sections of the current Manpower Training Act, 1981. Provides for Skills Development Institutes and the Quality Council for Trades and Occupations. Clarifies the legal status of Productivity South Africa and the legal and governance status of the National Skills Fund.
