Regulates the disclosure of information by a company with respect to hazardous materials. Establishes the Hazardous Materials Information Review Commission to review cases where companyies may be exempted from disclosing information. Sets out the objects, powers and functions of the council as well is its composition. Also provides for an appeal board.
