Résumé/Citation: Amends title 5, United States Code, to strengthen the protections available to federal employees against prohibited personnel practices, including dismissal, when they have made disclosures which would assist the public to eliminate of fraud, waste, abuse and unneccessary government expenditures. The Act allows such employees, termed "whistleblowers," to appeal their own cases to the Merit Systems Protection Board if Special Counsel refuses to do so.
