Résumé/Citation: Provides that the State is responsible for adopting policies to create conditions for youths, inter alia, to study and work (Art. 4.2). The State is also to manage youth employment by implementing policies, strategies and programs, through training, inspection of violations and complaints (Art. 5). Art. 7 provides for international cooperation on youth employment. Art. 10 sets out the rights and obligations of youths with respect to employment. Art. 18 sets out the responsibilities for the State, family and society with respect to youth employment. Art. 31 states that the State is to implement the UN Convention on the Rights of the Child, which is ratified by Vietnam.
