Second Region

Allows the President, subject to art. 34 of the Constitution, to declare a state of emergency to deal with national disaster, war or general insurrection. Regulations made pursuant to a declaration of a state of emergency expire if the state of emergency is lifted or the regulation is revoked by the National Assembly. No regulation made under the state of emergency may affect the election or tenure of members of Parliament or provincial legislatures.
