The purpose of this Act is to compensate for wrongs caused to owners of agricultural and silvicultural property between 1948 and 1989. The Act governs the rights and obligations of owners of real estate, of those using land, and of farmers; the rights of agricultural cooperatives are retained subject to the Act of 3 May 1990 (Text No. 162). It distinguishes between those who are entitled to compensation (those who were defrauded or their heirs) and "persons who are responsible" (the State or persons having possession of the property in question). Among the former are counted those who were excluded from a production cooperative pursuant to the Act of 9 July 1959 concerning consolidated agricultural cooperatives, or the Act of 13 November 1975 concerning agricultural cooperatives . It describes the kind of compensation that is due, the methods for its allocation, and the necessary settlements; it also provides for a general inventory of property. Certain provisions of the above cited Act of 3 May 1990 are repealed.
