Order No. 113/6-64 of the State Committee on Labour and Social Affairs of the USSR and of the Secretariat of the Central Council of Trade Unions of the USSR, approving regulations regarding the dismissal and placement of workers and employees, as well as the indemnity and compensation to which they are entitled.

Second Region

These Regulations stipulate in particular that employees may be dismissed, upon two months' notice, in case of staff reduction or restructuring or liquidation of an enterprise, group or organisation. Management shall notify bodies responsible for placement about the planned dismissal and shall provide them with any information which may be useful in placing the workers. Management is required to propose to the worker a job in the same enterprise, in line with his or her occupation and qualifications; if it does not, management shall ensure retraining or an apprenticeship calling for higher-level skills. Special attention shall be granted to working mothers, young persons, heads of families and persons having limited placement opportunities. For the latter and for working mothers, management is to try to offer them, subject to their consent, part-time employment with flexible working hours or work at home. A dismissed worker shall receive a severance indemnity equal to the average monthly wage. He or she shall continue to receive his or her average monthly wage during the placement period, for up two months from the date of dismissal. This wage is paid for a third month if the worker has appeared before the body responsible for placement within two weeks of the dismissal and if that body has not found employment for that worker. In case of restructuring or liquidation of the enterprise, the worker while seeking employment, retains his or her average monthly wage for up to three months, taking into account the severance indemnity. If there is no other job in the worker's occupation or if he or she has refused a job in the same enterprise, the person may appear before the body responsible for placement or seek employment on his or her own. That body shall make the worker job offers commensurate with his or her occupation and qualifications or, if no such job is available, notify him or her of possibilities for retraining.
