Second Region

Made under the Presidential Powers (Temporary Measures) Act (Chapter 10:20). Defines "unlawful collective action" as a strike, boycott, lockout, sit-in, stay-away or other action which is prohibited by subsection 104(3) of the Labour Relations Act or which resists the law of the government or seeks to induce or compell the government to alter a law. Allows the Labour Minister to suspend the registration of trade unions, employers' organizations, or federations which are associated with unlawful collective actions, provided reasonable opportunity is given for such organizations to make representations in the matter. Provides additional penalties for employers, officials of workers' and employers' organizations, and other persons who associate themselves with unlawful collective action. S. 7 provides for civil liability for persons or organizations which encourage or organize unlawful actions. S. 8 allows employers to dismiss employees without approval of the Minister on the grounds of participation in an unlawful action.
