The stated purpose of the Act is to ensure a proper share of employment opportunities in Indonesia is reserved for its citizens and to limit the access of foreigners to employment opportunities. Introduces the requirement that all working foreigners (excluding self-employed foreigners) shall have a work permit. The obtention of a work permit is a condition for entry into the country. Work permits are issued by the Minister of Labour and are to be granted with due regard to the labour market and the interest to have nationals occupying important functions in all branches of the society. Refusals to grant work permits can be appealed to the Minister of Labour, who shall seek the advice of an interdepartmental board set up for this purpose. Violations against the act by either an employer or employee are criminally sanctioned with fines or imprisonement.
