Second Region

Establishes an employment training programme for displaced homemakers, and for other purposes. A displaced homemaker is defined as a person who has been providing unpaid services to family members in the home and who(A) has been dependant either on public assistance and whose youngest child is within two years of losing eligibility under Part A of Title IV of the Social Security Act, or on the income of another family member but is no longer supported by that income, and (B) is unemployed or underemployed and is experiencing difficulty in obtaining or upgrading employment. It is established that there are some 15.6 million displaced homemakers in the United States, the majority of whom are women living in poverty and requiring educational, vocational, training and other services.
