Divided into three parts, the Decision approves the Government Strategy for vocational training development for the period from 2011-2020. The general objectives are that by 2020, vocational training will meet the labour market's demands in terms of quality, occupational structure and training level, with the quality of training in a number of occupations reaching that of developed countries in the ASEAN region and the world; a contingent of skilled labourers will be formed, contributing to increasing the national competitiveness; vocational training will be universalized among labourers, contributing to labour restructuring, income generation, sustainable poverty reduction and social security.

The strategy is also pursuant to the:
- 2011-2020 socio-economic development strategy;
- strategy on development of Vietnamese human resources for the 2011-2020 period;
- master plan on development of Vietnamese human resources for the 2011-2020 period.

Made at the proposal of the Minister of Labour, War Invalids and Social Affairs in Report No. 22/TTr-BLDTBXH of March 29, 2012 approving the vocational training development strategy for the 2011-2020 period.

The Decision contains a table in Annex which concerns the Action Programme to Implement the Vocational Training Development Strategy for the 2011-2020 Period. The table includes name of task/work, competent and coordinating agency, timing of formulation and submission, time of implementation and submitting/promulgating agency.
