Adds new sections into the Public Service Act 1999 including a new Part 2 entitled "Fundamental Principals and Rights at Work; Part 2B entitled "Equal Employment Opportunities". Also amends section 6 concerning upholding and complying with the provisions governing fundamental principals and rights at work and equal employment opportunities.
