Abstract/Citation: This law, amending the Small Business Act, revises the federal programme for minority business with access to the federal procurement system. The new law establishes a mandate that minority firms develop business outside this programme in order to continue receiving benefits under this programme. A firm may receive assistance under this programme for no more than nine years. There are increased penalties for front companies, i.e. companies in which a nondisadvantaged person is the real person of interest.
