Abstract/Citation: Provides that fisherman have to be registered with the authorities (art. 11). The master of the vessel is responsible for the safety of the inspector, researchers, observers and trainees who are on board the vessel (art. 31(e)) and can only hire registered fishermen (art. 17(e)).
