Abstract/Citation: Implements Art. 42(1) of Law No. 13 of 2003 on Manpower. Provides that expatriates must have a minimum of 5 years professional experience, be willing to make a statement that they will transfer their knowledge and skills to Indonesian workers and be able to communicate in Indonesian language (Art. 2). There is a compensation fee to be paid into the Skill and Development Fund (DPKK) of US$100 each month for each expatriate employed (Art. 6). All changes of employer and location of the workplace is to be notified to the competent authority (Chapters VII-IX). Repeals Ministerial Decee No. PER-03/MEN/1990 and Decree No. Kep.416/MEN/1990.
