Abstract/Citation: Makes provision for reconciliation pursuant to section 201 of concurrent resolution on the budget for fiscal year 2004. Divided into 5 parts. Part 1 provides for acceleration of certain previously enacted tax reductions, Part 2 for growth incentives for business, and Part 3 for reduction in taxes on dividends and capital gains. Part 4 deals with temporary state fiscal relief, and Part 5 with corporate estimated tax payments for 2003.
