Prescribes procedures and guidelines for implementation of Title I on National Anti-Poverty Commission (NAPC) of Social Reform and Poverty Alleviation Act. Stipulates that Philippines approach to social reform and poverty alleviation be multi-dimensional, comprising economic, socio-cultural, ecological and governance dimension. Sets forth principles govenring NAPC. Also provides for establisment of sectoral assemblies and sectoral councils.
