Abstract/Citation: Provides for enhanced border security. Part 1 makes provision for increases in funding for Immigration and Naturalization Service (INS) and for Border Patrol. Part 2 regulates interagency information sharing between INS and Department of State. Provides for establishment of interoperable law enforcement and intelligence data system with name-matching capacity, as well as for Commission on Interoperable Data Sharing. Part 3 deals with visa issuance. Provides for establishment of terrorist lookout committees to be maintained within each United States mission abroad. Also provides for restriction of issuance of visas to non-immigrants from countries that are State sponsors of international terrorism. Part 4 deals with inspection and admission of aliens. Part 5 deals with foreign students and exchange visitors. Provides for foreign student monitoring program. Part 6 contains miscellaneous provisions.
