Applies to (a) recruitment of workers for employment outside the colony, and (b) recruitment of personal or domestic servants or non-manual workers for work outside the Colony if such recruiting is done by professional recruiting agents. Regulates issue of licence. Persons under the age of 18 shall not be recruited.
