Amends Navigation (Collision) Regulations with respect to measures to be observed for the prevention of collisions, and Navigation (Construction) Regulations regarding information as to the use of cross-flooding fittings provided in the ship. Also amends Navigation (Fire Appliances) Regulations, Navigation (Orders) Regulations, Protection of the Sea (Oil Pollution Compensation Fund) Regulations, and Protection of the Sea (Prevention of Pollution from Ships) (Orders) Regulations mainly with regard to offences and liability.
