Abstract/Citation: Adds two additional grounds of ineligibility for a visa for certain nonimmigrants to the listing of those serving as bases for the refusal of nonimmigrant visas by consular officers. Adds one of those to the regulation relating to crewmen. Also adds another new restriction on the place of application for aliens who have overstayed the allowable period in the United States.
