| Abstract/Citation: | Amends regulations governing the Developing Hispanic-Serving Institutions, Strengthening Institutions, American Indian Tribally Controlled Colleges and Universities, and Strengthening Historically Black Colleges and Universities Programmes to incorporate statutory changes made by the Higher Education Amendment of 1998. These amendments provide that if grantee institutions under the said programmes use grant funds to establish or increase endowment funds, that use can be subject to appropriate requirements under the Endowment Challenge Grant Programe. |
