Abstract/Citation: Revises and makes final the interim final rules published on February 11, 1997 to implement the childhood disability provisions of Public Law 104-193 (62 FR 6408). Continues to define the statutory standard of "marked and severe functional limitations" in terms of marked limitations in two areas of functioning or extreme limitation in one such area. Also makes a number of changes concerning rules on functional equivalences and "other factors".
