Second Region

Provides for the financial organization and accounting system of social security funds. Part One establishes the financial organization of social security. Establishes three benefit branches: short-term (maternity and sickness benefits), long-term (old age, disability, survivors' and funeral benefits) and employment injury benefit branches. Establishes the principles for the funding of each branch. Part Two governs procedures for making yearly budget estimates. Part Three regulates financial control. Establishes the financial authrorities of staff. Provides for internal audits and reports. Part Four regulates accounts. Establishes the accounting system for the administration of funds. Regulates the distribution of the income of funds and the distribution of expenditures. Establishes working cash reserves and minimum reserve levels. Governs account audits.
