Makes numerous amendments to the Dangerous Substances Act 1979. Part One establishes preliminary definitions. Part Two governs administration. Provides for the appointment of competent authorities and their duties. Regulates liscencing for the storage, conveyance or other usage of dangerous substances. Part Three AA makes special provisions with respect to specific offences. Part Three AAB governs inspections. Establishes the powers and duties of inspectors. Governs warrants and provisions regarding seizure. Provides for offences. Part Three A governs notices and emergencies. Amends the penalties for offences.
