Provides for enhanced penalties, including capital punishment, for sexual offenses against minors, e.g. sexual abuse of minors and production and trafficking of child pornography. S. 203 provides for "zero tolerance" for child pornography, making it an offense to possess one or more items containing visual depictions of proscribed pornography.
