Second Region

Provides for a supplement to the voluntary settlement process which would be mandatory for cases where the penalty proposed by the Secretary of Labor is $200,000 or greater or other cases deemed appropriate by the Chief Administrative Law Judge. This additional procedure, to be known as the Settlement Part, shall be instituted for a one year trial period.
