Sets forth the guiding principles of development in Indonesia in the areas of economics, politics, law, and religion and culture. Economic measures shall include the stabilization of inflation, the provision of nine staple commodities and medicines, the reorganization of the banking sector, and the promotion of tourism. Political measures shall include the organization of free elections. Policies to reform the legal system call for a redrafting of safety and security laws. Finally, the State shall promote religious and cultural harmony.
