Abstract/Citation: Provides for national minimum wage, which shall be set by the Secretary of State. The Secretary may prescribe a different minimum wage for persons under the age of 26. Establishes a Low Pay Commission which shall make recommendations regarding minimum wage. Provides for inspection of records regarding minimum wage and financial penalties for non-compliance. S. 28 provides for the reversal of the burden of proof in respect of complaints that minimum wage was not paid, so that it shall be presumed that minimum wage was not paid unless the contrary is established. Makes subsequent amendments to legislation regarding agricultural wages in Scotland and Northern Ireland.
