Amends regulations governing the administration of the Federal Employees' Compensation Act (FECA), which provides benefits to all civilian Federal employees who are injured or killed on the job. Inter alia, the amendments contain a major revision of the medical fee schedule; allow the suspension of benefits during incarceration and termination of benefits in case of fraud; and include nurse services in the definition of vocational rehabilitation services.
