This new Constitution repeals the Constitution of 1991. Chapter 1 declares Thailand a democracy under a monarch. Chapter 2 sets forth the powers of the monarch, who shall be a Buddhist and commander-in-chief of the Thai Armed Forces. Chapter 3 provides for the rights and liberties of the Thai people, which include equality between men and women, protection against discrimination and forced labour, freedom of assembly, and freedom of association (Art. 45). Chapter 4 sets out duties of citizens, including the duty to vote. Chapter 5 outlines the basic policies of the State, which include equitable distribution of income and the provision of an efficient public health system. Chapter 6 regards the Parliament (Senate and House of Representatives), and establishes a National Committee on Human Rights (Part 8). Chapter 8 provides for courts (Constitutional Court, Courts of Justice, Administrative Courts, Military Courts). Chapters 9 through 12 regard local administration, auditing of state authority (including the establishment of a National Counter-Corruption Board), auditing of finances, and amendments to the Constitution.
